PC Tablet is the term generally given to a more portable version of a laptop, usually one that can be held in one's hands and operated through the use of a touch-screen. Until a year or two ago, the only tablet PCs around where those such as the Dell XT which was essentially a standard laptop in terms of looks, yet allowed the screen to fold back on itself, hiding the keyboard and basically becoming simply a touch screen.
However, recently tablet PCs have been coming onto the market which are known as 'slates'. This is because of their slate-like thickness (i.e. very thin!) and can yet function similar to a laptop - by far the most famous of these currently is the new Apple iPad, but there are plenty of other rivals such as the JooJoo.

Don't be fooled into thinking that you will get the same functionality out of a PC tablet as a laptop, however. Screen size of such tablets and slates varies from around 8 inches to 12 inches, with a few to the extremities of either bound.

This range seems perfectly reasonable for the type of device as it is; much smaller and the tablet would become similar to a mobile phone, higher and it would be definitely worth having a keyboard and calling it a laptop. With them being much smaller there is little scope for large, powerful components and no hope of a powerful cooling system therefore the 'tech spec' of such devices is often skimped upon - processors in tablet PCs are usually about the 1GHz mark; some of the larger ones are dual-core but expect to see the majority of slate tablet PCs with single-core processors.
The majority of the tablet PC's to be found at present are running watered-down versions of full operating systems or a mobile version of a particular system (for example, the Apple iPad runs a near-identical operating system to the iPhone). This means that compatible software will need to be sought for them.
To summarise, these devices would appear to be floating somewhere between mobile phone and laptop, taking the place that netbooks used to have, so why should anyone want them? For some they can be a great productivity tool - their portable nature combined with a relatively powerful machine means that they're good for working with on trains, in cabs, on airplanes - you name it!
A tablet PC is more powerful and easier to use than a cell phone, yet much less bulky than a laptop.
